Paz Palacio graduated in law at Universidad Autónoma de Madrid and obtained a Master in European Studies at Université Libre de Bruxelles. Since 1993, I have been working for the Instituto de Desarrollo Económico del Principado de Asturias (Regional Economic Agency). Besides adviser to companies on EU affairs, I also have got broad experience as EU Project manager, coordinating three consecutive Interreg projects. Next to this, I was involved in the process of elaborating our regional specialization strategy. At present time I’m member of the Secretary of Asturias RIS3 where I am responsible for the design of new instruments implementing this strategy.
During WIRE 2016 I will share considerations and initial outcomes from our experience with putting in place customized instruments for our specialisation strategies, priorities and objectives. At this moment, even more than when we were elaborating the Strategy, the true specialisation comes into force. This is also the moment that open process and collaboration between public and private partners should be more visible. From the beginning we knew we had to change our relationship with leader companies in order to share risks and to create impact. To define “how to do it” took us time. In particular, we looked forward to changing legal methods, this issue was very important, and a challenge, not only regarding public sector but also with regard to big companies procedures.
