Since September 1999 on, Carlo Castaldi started working on EU economic matters with specific regard to the implementation and execution of EU co-financed national and regional operational programmes. First in an advisory company (PricewaterhouseCoopers), then in an important Italian investment bank (MCC S.p.A), then in the Italian Institution for the Industrial Promotion (IPI) and finally, at present, in the national agency for inward investment promotion and enterprise development (Invitalia, s.p.a.). Castaldi deals with activities in support to the Ministry for economic development for implementing enterprises incentive schemes co-financed with EU structural funds. At the same time, he carries out studying activities on matters like competition and innovation policy, state aid legislation, regional programming.
During his session Carlo Castaldi will discuss the Seal of exellence initiative in the RDI call for proposal of the national operational programme enterprises and competitiveness. In the 2014-2020 programming period the Ministry of economic development is the managing authority of the national operational programme enterprises and competitiveness, whose main goal is to support, through a wide range of state aid schemes, Italian industrial system in carrying out innovative activities. Next sumer the ministry has planned to launa call for proposal addressed to enteprises that want to implement projects related to the development of the key enabling technologies (KETs). In order to maximize the effectiveness of the intervention, the call for proposal allows the SOE projects to be cofinanced with resources coming from the ERDF in the context of the programme. During Wire 2016 Castaldi, on behalf of the Ministry of economic development, will explain how the call has been designed and will show the technical mechanisms that allow SOE projects to apply for ERDF calls for proposal.
